Estimates vary but somewhere between 40,000 and 60,000 people take part each year in a huge Halloween block party in downtown Chapel Hill on Franklin Street. Up until 10 a.m. the atmosphere is family friendly, but this is a college town and some of the best costumes aren't on the street until 11 p.m. or later. The town of Chapel Hill keeps a strong police presence to make sure the celebration is safe from start to finish. The Halloween party on Franklin Street is an event that is anticipated by students and townspeople alike each year. It is a Chapel Hill tradition.
